18652Federal Register / Vol. 77, No. 59 / Tuesday, March 27, 2012 / NoticesDEPARTMENT OF COMMERCEBureau of the Census[Docket Number 120308168–2158–01]Qualifying Urban Areas for the 2010CensusBureau of the Census,Department of Commerce.ACTION: Notice.AGENCY:The Bureau of the Census(Census Bureau) delineates urban areasafter each decennial census for thepurpose of tabulating and presentingdata for the urban and rural populationand housing within the United States,Puerto Rico, and the Island Areas.1 TheCensus Bureau delineates urbanizedareas 2 and urban clusters 3 primarily onthe basis of residential populationdensity measured at the census tract andcensus block levels of geography, butalso based on additional criteria thataccount for patterns of non-residentialdevelopment as outlined in the urbanarea criteria published in the FederalRegister on August 24, 2011 (76 FR53030).4 This Notice provides the list ofurbanized areas and urban clusters thatqualified based on results of the 2010Census of Population and Housing forthe United States, Puerto Rico, and theIsland Areas, and comprise the urbanpopulation, housing, and territory inthese areas; ‘‘rural’’ encompasses anypopulation, housing, and territory notincluded in any urban area. Publicationof this Notice constitutes the CensusBureau’s official announcement of thelist of qualifying urbanized areas andurban clusters for reference by allinterested parties.DATES: Effective Date: This Notice iseffective upon publication.FOR FURTHER INFORMATION CONTACT:Geographic Standards and CriteriaBranch, Geography Division, U.S.Census Bureau, via email [email protected] or telephone at301–763–3056.SUPPLEMENTARY INFORMATION: TheCensus Bureau identifies and tabulatesdata for the urban and rural populationsand their associated areas solely for themstockstill on DSK4VPTVN1PROD with NOTICES2SUMMARY:1 The Island Areas are American Samoa, Guam,the Commonwealth of the Northern MarianaIslands, and the U.S. Virgin Islands.2 An urbanized area consists of densely settledterritory that contains 50,000 or more people.3 An urban cluster consists of densely settledterritory that contains at least 2,500 people, butfewer than 50,000 people.4 An urbanized area delineated as a result of aspecial census conducted by the Census Bureauduring this decade (an intercensal urbanized area),at the request and expense of local governments,will be qualified using these criteria and thepopulation counts reported in that special census.VerDate Mar 15 201022:20 Mar 26, 2012Jkt 226001presentation and comparison ofstatistical data. The Census Bureau doesnot take into account or attempt toanticipate any nonstatistical uses thatmay be made of these areas or theirassociated data, nor does it attempt tomeet the requirements of suchnonstatistical program uses.Nonetheless, the Census Bureaurecognizes that some federal and stateagencies are required by law to useCensus Bureau-defined urban and ruralclassifications for allocating programfunds, setting program standards, andimplementing aspects of their programs.The agencies that make suchnonstatistical uses of the areas and datashould be aware that the changes to theurban and rural criteria for the 2010Census might affect the implementationof their programs.If a federal, state, local, tribal agency,or any organization voluntarily usesthese urban and rural criteria in anonstatistical program, it is thatagency’s responsibility to ensure thatthe criteria are appropriate for such use.In considering the appropriateness ofsuch nonstatistical program uses, theCensus Bureau urges each agency toconsider permitting appropriatemodifications of the results ofimplementing the urban and ruralcriteria specifically for the purposes ofits program. When a program permitssuch modifications, the Census Bureauurges each agency to use descriptiveterminology that clearly identifies thedifferent criteria being applied to avoidconfusion with the Census Bureau’sofficial urban and rural classifications.Executive Order 12866This Notice has been determined to benot significant for purposes of ExecutiveOrder 12866.Paperwork Reduction ActThis Notice does not represent acollection of information subject to therequirements of the PaperworkReduction Act, Title 44, U.S.C., Chapter35.Urbanized Areas and Urban ClustersThis section of the Notice provideslists of the 2010 Census urbanized areasand urban clusters.As a result of the 2010 Census, thereare 486 urbanized areas in the UnitedStates, 11 urbanized areas in PuertoRico, and no urbanized areas in theIsland Areas, for a total of 497 urbanizedareas. This total of 497 urbanized areasin 2010 includes 36 new urbanizedareas since 2000 and the loss of fourareas (three in the United States and onein the Commonwealth of the NorthernMariana Islands) that changed fromPO 00000Frm 00002Fmt 4701Sfmt 4703urbanized areas in 2000 to urbanclusters in 2010, for a net increase of 32urbanized areas from the 465 definedfrom the Census 2000 results.Of the 36 new urbanized areas in2010, one was created when it no longerconnected to a larger urbanized area ofwhich it was a part in 2000, 12 werecreated from the connection of two ormore urban clusters from 2000, and 23were created from the growth of a singleurban cluster from 2000.As a result of the 2010 Census, a totalof 3,104 urban clusters are in the UnitedStates, Puerto Rico, and the IslandAreas.A.
